Not exactly. JPG is lossy — once quality is lost during JPG compression, it cannot be recovered by converting to PNG. What PNG does is prevent any further quality loss. Saving a JPG as PNG locks in its current quality with no additional compression.

PNG is a lossless format that stores every pixel without compression loss. JPG achieves smaller file sizes through lossy compression that discards some image data. A PNG of the same image is always larger than the equivalent JPG — typically 3–5× larger for photos.

If you're converting a JPG, the output PNG will be a flat image with no transparency — because JPGs don't store any transparent data to preserve. If you convert a WebP or GIF that has transparency, the PNG output will preserve those transparent areas.
